The guiding principle of the ETS is &#171;CAP and TRADE&#187; (&#171;\u00dcST SINIRA ULA\u015e ve T\u0130CARET YAP&#187;).<\/p>\n<p><strong>Here&#8217;s how it works:<\/strong><\/p>\n<ul>\n<li><strong>Emission Caps (\u00dcst S\u0131n\u0131r):<\/strong> A total limit is set on the amount of greenhouse gas that all facilities within the system can emit. This &#171;cap&#187; is designed to decrease over time, steadily reducing overall emissions. The limitation on greenhouse gas emissions determines the total amount of emissions for ETS-subject sectors annually.<\/li>\n<li><strong>Carbon Allowances\/Allocations:<\/strong> Within these set limits, organizations subject to the ETS are allocated carbon allowances. Each allowance grants permission to emit 1 ton of CO2.<\/li>\n<li><strong>Trading Mechanism:<\/strong> Companies can trade these emission permits with one another. If a company reduces its emissions below its allocated limit, it can sell its excess allowances to other companies that may need more. Conversely, companies with higher emissions than their allocation must purchase additional allowances.
